FOIA suit seeking release of non-exempt records on the HHS decision to withhold $10B in TANF, Child Care & Development Fund, and Social Services Block Grant dollars from CA, CO, IL, MN & NY (freeze announced early January; partly lifted July 13; underlying rationale still not public). Mike Tikkanen — two new columns (KARA)

"Efficiency vs. Children's Lives" — argues cost-efficiency framing hollows out CPS. Core figure as Mike frames it: ~$12M federal CASA funding against 7.8M annual CPS reports leaves ~400K kids without a court-appointed advocate.

Editor's notes on the numbers Mike cites. The $12M figure comes from KARA's May 2026 post; a Justice Department list obtained by Reuters put the terminated national CASA awards at ~$48.9M — the two figures are unreconciled. The 7.8M figure is federally published but counts a different unit than "reports": Child Maltreatment 2023 estimates 7,782,000 children in total referrals. Referrals, reports, children, and victims are four distinct denominators. The DOJ CASA grants were terminated April 22, 2025 and were later restored, though the intervening layoffs at National CASA still affect the network's capacity.
