Terms of use

KARA SIGNAL is a free, public resource. You may read it, cite it, reprint it, and adapt it, on the terms below.

These terms are a plain-English draft pending review by counsel. The prohibition on using the archive to locate or harm a named child stands regardless of legal phrasing.

The data

Data on the site is drawn from federal reporting systems (AFCARS, NCANDS) and is subject to the caveats those systems publish. States may resubmit their figures; we publish one verified vintage at a time and log vintage changes in the methodology. We publish exactly what the source tables say, including reporting gaps, marked as such.

Licensing

  • Federal source data (AFCARS, NCANDS) is a work of the U.S. federal government and is in the public domain in the United States. Individual state submissions may carry their own conditions.
  • Charts and citation packs produced by KARA SIGNAL are released under Creative Commons Attribution 4.0 (CC-BY 4.0). Attribute to Kids at Risk Action and name the federal source in the accompanying citation. Attribution text is included in every citation-pack download.
  • Archive articles remain the copyright of their authors and Kids at Risk Action. Republication requires permission except under fair-use standards.

The archive and naming

The Kids at Risk Action archive is republished as written. Where a piece names a specific child, the case is already part of the public record; the piece cites and links the newspaper of record rather than adding to what was written. Names of public officials acting in official roles are retained. See the editorial policy on naming children for the full statement and the removal path.

By using this site you agree that you will not, and will not assist anyone else to:

  • combine information on this site with any external source to harm, harass, contact, or locate a child, family member, or other person named in the archive;
  • extract, republish, or share personal information about a child that you infer or deduce from context;
  • attempt to defeat access controls or scrape at a rate that degrades service for other readers.

If a piece names a specific child and the parent, guardian, or (as an adult) that named person wants the piece removed or the name replaced, the request is honored through the editorial policy above, without legal proceedings.

The site is provided as-is and as-available. We take reasonable care with the data, but we make no warranty of merchantability, fitness for a particular purpose, or non-infringement. To the fullest extent permitted by law, Kids at Risk Action is not liable for indirect, consequential, or incidental damages arising from your use of the site.
