A Kids at Risk Action project

KARA SIGNAL

The systems are measured. The children are seen.

For legislators and staff

Your state files these numbers with the federal government every year. This site puts them where you can read them before a hearing instead of after one. Every figure carries its source inline, so your staff can verify anything here in minutes.

Questions the data supports asking

  • If your agency's testimony cites a foster care number, does it match what the agency filed with AFCARS? The state pages show the filed record.
  • Is your state reporting child fatalities to NCANDS every year? Massachusetts is not. A reporting lapse is a policy choice with a name attached, and it is auditable.
  • How many children in your state were legally free for adoption and still waiting at year end, and how has that moved over ten years?

What we will provide

Citation packs from any chart, reusable under CC-BY, suitable for hearing exhibits. The methodology page documents every source and logs every change in public, so a number you cite today can be defended a session later.
